About 453 E2 scale officers earn scarce skill allowance

Scarce skill eligibility for officers on salary scale E2 and above is not determined by whether the officer is registered with professional bodies or not, but based on the qualifications, skills and the officers’ performance on their professional duties as required.
Responding to a Parliamentary question, Minister for State President, Mr Moeti Mohwasa revealed that of the above officers, 484 were eligible to be registered with professional bodies, and amongst those 453 were paid Scarce Skill Allowance. He said from the 484 eligible officers, only 283 had registered with professional bodies, whilst 291 were not registered.
Mr Mohwasa further explained that amongst those not registered, 190 were earning Scare Skill Allowance. He further explained that the above mentioned officers qualifying for payment of Scarce Skill Allowance were permitted by Directive No.2 of 2008, therefore, the allowance could only be terminated based on a holistic study.
The MP for Tswapong North, Dr Kesitegile Gobotswang had wanted an update on the number of officers on E2 and above who were supposed to be registered by professional bodies but were not registered as required by the existing legislation.
He also asked about the number of officers on E2 scale paid Scarce Skills Allowance and whether the minister would consider terminating the allowance for these officers since they were not entitled to the dispensation. ENDS
