Minister clarifies entry level requirements

20 Mar 2025

The Minister of Communications and Innovation, Mr David Tshere has told Parliament that jobs at entry level in the public service do not require any experience except for the requisite qualifications.

Answering a question in Parliament yesterday on behalf of the Minister for State President, Mr Tshere said the expectation was that at entry, young people brought with them the basic professional skills gained from their training which would enable them to grasp the job and deliver at this level.

He however said the number of years experience was key requirements for employees to grow through career progression of cadres in the public service.   Mr Tshere said this gave employees opportunity to gain the knowledge of the job, develop the skills and competencies required such as leadership, problem solving, decision making among others to address the demands and challenges in the higher-level positions.

He said that doing away with years of experience would make the selection process cumbersome, since there would be no guiding principle regarding knowledge of the job.

Minister Tshere was answering a question from Molepolole North MP, Mr Arafat Khan, who had wanted to know if the ministry would consider doing away with the recruitment for certain years of experience when it comes to advertising jobs, given that young people make close to 60 per cent of the population.
