DIS cautions public
06 Aug 2019
The Directorate of Intelligence and Security Services (DIS) has warned the public about emerging tactics, in which the media is being used to plant conspiracy theories intended to create appearance of crisis within security organs.
A media release from the DIS states that from time to time, faceless and nameless sources are cited in prominent media stories that are intended to amplify the notion of serious malfunction and crisis within security organs, whereby authorities in such institutions are said to be always clashing over different policy decisions.
“The latest attempt can be seen in the Patriot on Sunday (August 4, 2019 Issue 334) front page story titled “DIS, BDF clash over OK1”, which suggests that DIS, Botswana Defence Force and Botswana Police Service are clashing over control of President Dr Mokgweetsi Masisi’s security and other related functions,” states the release.
It further states that this is despite the fact that there are well-established practices between state organs that have always ensured the security of both the President and the nation.
“A close look at Acts establishing the DIS, BDF and the Botswana police shows that these organs have specific obligations and symbiotic practices, which require the DIS drector general, commander - BDF, Commissioner of Police and other relevant stakeholders to consult, discuss and share resources to achieve both their specific and shared mandates where applicable,” states the release.
DIS implores members of the public to read with skepticism suggestions that government officials responsible for state security are not capable of reaching consensus or that they do not consider each other as equals and partners, where such important issues of national security and the President’s personal security are concerned.
It states that many positive things have been achieved in a little over 12 months, following a resolve by the security organs to heighten collaboration, consultation and resource sharing.
This is exemplified by the DIS, BDF and Botswana Police Service in such operations as Kgomokhumo, corruption investigations, border patrols, anti -poaching and sophisticated cross border crimes.
“It is therefore not feasible that leaders of state security organs would “step on each other’s toes” over their established legal responsibilities, individual and shared mandates,” states the release. ENDS
